Hukum Online, 26 November 2021 – Sejak Maret 2020, Covid-19 menjadi pandemi global yang menimbulkan efek domino bagi kebijakan berbagai negara di dunia, tak terkecuali Indonesia. Keputusan Presiden Nomor 12 Tahun 2020 menetapkan Covid-19 sebagai bencana nasional yang bersifat non alam. Keppres tersebut kemudian disusul dengan terbitnya PP Nomor 21 Tahun 2020 tentang Pedoman PSBB (Pembatasan Sosial Berskala Besar) yang membatasi ruang gerak masyarakat. Hal ini memberi implikasi tidak sekedar krisis sektor kesehatan, tetapi juga telah menjadi krisis multidimensi atau berdampak pada berbagai sektor kehidupan sosial kemasyarakatan.
